Safety and personal protection pursuant to VDE 0100-410 is called for wherever socket outlet circuits could be operated by non-specialists. This standard stipulates that residual current devices (RCDs) that trip at a rated residual current <=30mA be fitted. In commercial or industrial installations, these may be dispensed with if instrumentation is installed that enables faults in the circuitry to be detected and rectified in time.
In Germany, operators of electrical installations are required by various rules, such as Regulation 3 of the German Social Accident Insurance (DGUV) and Guidelines VdS 2046 and 2349, published by a subsidiary of the German Insurance Association (GDV), to inspect their installations regularly and rectify any deficiencies where necessary. The objectives of these regulations, in addition to ensuring the safety of the operating personnel, are to maximize the availability of the installations, to minimize downtime and to be able to adhere to set operating schedules.
